Relief for increased energy costs

The traffic light coalition has passed another relief package that also includes a tax rebate of 300 euros for employees and the self-employed.

Enormous increases in energy prices following the start of the Ukraine war prompted the governing coalition to launch another relief package for citizens at the end of March. It includes a whole range of measures designed to help families and low-income earners in particular. These include direct subsidies and relief on mobility costs for a limited period of three months.

Because the relief affects a wide variety of regulations and services, there is no single relief law here. Instead, several different legislative processes are being used for implementation and the federal states are being brought on board. Some of the tax provisions were included in the legislative process for the Tax Relief Act 2022, with which the government initiated the legislative implementation of the key measures from the first relief package.

Nevertheless, the government has set itself the goal of having all the measures come into force before the end of the summer. The temporary reduction in mobility costs, for example, is to run from June to August. Here is an overview of the measures that have now been adopted:

  • Energy Price Flat Rate: Employees in their first employment relationship receive a one-off allowance of 300 euros gross on top of their salary. However, the allowance is taxable, so the exact amount paid out depends on the individual tax rate. Self-employed persons receive the subsidy via a one-off reduction in their advance income tax payment.

  • Child bonus: In addition to child benefit, families will receive a one-time bonus of 100 euros for each child. To this end, the child benefit will be increased accordingly in July 2022 and paid out via the family benefits offices. The child bonus 2022 is not to be taken into account as income for social benefits, but will be offset against the child allowance.

  • Social benefits: The one-time payment of 100 euros for recipients of social benefits, which has already been decided, will be increased by another 100 euros to then 200 euros.

  • Fuel prices: For a limited period of three months, the energy tax on fuels will be reduced to the European minimum in the months from June to August. This corresponds to a price reduction of 30 cents per liter for gasoline and 14 cents per liter for diesel. The reduction is to be passed on in full to consumers.

  • Public transportation: Also for a limited period of three months, the coalition is introducing a monthly ticket for 9 euros per month for local public transport. To this end, regionalization funds will be increased so that the federal states can organize this. According to current plans, the ticket will be launched on June 1 and will then be valid for one calendar month on regional transport services throughout Germany.

  • Heating: It is to be made easier for house and apartment owners to replace old heating systems. From 2024, every new heating system installed is to be powered by at least 65 % of renewable energy.
